雀骨 aka Key to the Phoenix Heart, Episode 24.

This is from the TV Series called 雀骨 aka Key to the Phoenix Heart, Episode 24. (China 2026) Guard M/F principled civil official He Yuan (何媛): Portrayed by Zhu Lilan (朱丽岚), 30 strokes of a heavy paddle on her bottom, position of lying on a wooden bench, in front of Prince Qi / Li Mao (李茂 / 岐王): Portrayed by Liu Yuhan (刘昱晗) and other witnesses, in the court hall.

To assert his absolute authority and demonstrate zero tolerance for dissent, the Prince Li Mao sentences her to thirty strokes of the heavy paddle administered immediately in the open court.

Qi / Li Mao is the calculating prince regent determined to seize military command over the Northern Army and launch the Northern Expedition at all costs.

He Yuan steps into the imperial court hall to present a formal remonstrance regarding the sudden arrest and framing of Prince Jing'an's household. She argues that the Xiao clan has served the state with distinction for decades and warns Li Mao that framing them falls right into a scheme plotted by Northern Qin to divide the imperial leadership from the army.

Because He Yuan holds an ordinary administrative post and is not an imperial censor, her public remonstrance is treated by Li Mao as insubordination and insolence.

He Yuan kneels before the throne, holding her memorial tablet. Despite Li Mao's warning that she is overstepping her rank, she refuses to back down, insisting on speaking for the stability of the empire. Li Mao is angered by her stubborn stance.

While the punishment is being carried out, Li Mao descends from his dais and delivers a speech to the assembled officials, justifying his harsh measures as a necessary sacrifice to purge internal dissent ahead of the northern war.

Just as the physical punishment concludes, an urgent dispatch arrives from the secret surveillance bureau. Li Mao orders it read aloud in front of He Yuan. The report confirms that Xiao Wuyi has mobilized the Northern Army's Black Banner cavalry toward the capital without central authorization—a direct breach of military regulations. Li Mao steps over to the exhausted He Yuan, drops the dispatch before her, and mockingly asks if she still wishes to defend a commander who has broken his own laws.
