九江十二坊 aka River of Wine, Episode 2.

 This is from the TV Series called 九江十二坊 aka River of Wine, Episode 2. Jingkang groans in pain, but the corrupt magistrate pays no heed. The magistrate declares that if Jingkang refuses to confess, the beating will continue the next day, and he will remain in custody until his family pays the ransom or his will is completely broken.
