Yi San aka Lee San, Wind of the Palace, Season 1., Episode 2.

Dae-soo is a young boy who becomes the personal bodyguard and most loyal friend of Prince Yi San. He embodies pure, untainted loyalty. While the royal court is full of political intrigue and betrayal, the bond between Dae-soo and the prince is built on true friendship. 

Choi Seok-joo is a powerful official and a key strategist for the Noron faction, which is actively conspiring to remove Prince Yi San and his father from power. In this scene, he demonstrates his cunning. Upon realizing that Park Dae-soo is the nephew of a martial arts master, he halts the paddling, offers the boy food, and shifts to a manipulative approach.
