송곳 aka Awl, Episode 1.

When the teacher saw Lee Su-in standing there, he thought that Lee Su-in had made the noise, and therefore wrongfully punished him.

The teacher is a tyrant who collects gifts and bribes from the students' parents.

The student Lee Su-in implied to the corrupt teacher nicknamed Black Hole that he was taking bribes from parents, and the teacher got so angry that he never missed an opportunity to physically punish him. Whenever he found a reason, he summoned him to the student discipline office and beat him there with that thick wooden stick on his backside. 

In the end, Lee Su-in's mother brought a bribe to that strict teacher, nicknamed Black Hole, so that he would stop corporally punishing him.

Lee Su-in experiences a continuation of this similar authoritarian and tyrannical approach during his compulsory military service, or perhaps at a military or police academy (it is not entirely clear where it takes place). There, in Lee Su-in's mind, a flashback triggers, showing how that strict high school teacher nicknamed Black Hole used to inflict harsh physical punishments on him.
