River's End

 This is from the movie called River's End (USA 1930) Several cops M/M police officer John Keith, lashing with straps and whips also on his butt, position of standing and walking the gauntlet, in front of witnesses. John Keith and Sergeant Conniston are identical doubles in this film.

The main character John Keith a fugitive accused of a murder he didn’t commit has been impersonating Sergeant Conniston (the Mountie who died during the chase in the wilderness). Keith returns to the police post pretending to be Conniston in order to escape pursuit.

Keith (as Conniston) falls in love with Mimi (Inspector McDowell's daughter) and they plan to get married. Mimi loves him because Keith behaves differently from the real Conniston (softer, more romantic).

The problem arises when Inspector McDowell receives a letter from London (from Conniston's solicitor), revealing that the real Conniston had a secret wife and child in England. The inspector becomes angry because he believes Conniston (Keith) wants to deceive Mimi — marry her while hiding his family and essentially live in bigamy or under false pretenses.

Keith (as Conniston) denies it, but the inspector doesn't believe him and throws him out. 

This "betrayal" of Mimi quickly spreads among the policemen (North West Mounted Police). The men are outraged because Mimi is their commander's daughter and they consider Conniston a dishonorable fraud who disgraced the uniform and the girl.
