骊歌行 aka Court Lady, Episode 10.

 The scenes are from the TV Series called 骊歌行 aka Court Lady, Episode 10. (China 2021) the former Unknown Chinese movie 54. - 1. What's appealing in both instances is that the condemned women lie down on the bench voluntarily. This stands in stark contrast to most situations where they struggle and resist being placed there. 

The lady who is conducting the etiquette examination (kneeling and bowing) and ordering the corporal punishment for failures is Court Lady Situ , head of etiquette and rituals. She is a strict senior palace official from the Bureau of Imperial Etiquette in charge of training and testing the maids in palace rules. The punishments serve to maintain discipline in the palace, where maids must be absolutely perfect.

The physical punishments take place during a regular etiquette examination, test for palace maids in the Tang Dynasty palace (the story is set during the Tang Dynasty). These exams are designed to verify that the maids perfectly master palace rituals and etiquette—specifically, the correct way of kneeling and bowing, which is a formal greeting involving hands aligned to the heart, firm movements, and no mistakes whatsoever. In palace dramas (and historically), etiquette is extremely important, as even the slightest error can be seen as disrespect toward the emperor or higher-ranking individuals. 

First maid: Nu Wu Si'er, she fails—her arms go limp, and her movements are lazy and informal lazy sprawling. This is her second failure, the previous time, her hand placement was slightly off. 

Second: Fu Rou is in a higher position (Supervisor from the Shangrong Bureau). She technically performs the ritual correctly (no errors), but her movements are too stiff and rigid, making it look unnatural and unpleasant to watch according the head lady of etiquette and rituals.
